So, the Church officially gives publications out that don't reflect the doctrinal position of the Church...isn't that a tad anti-Mormon of them?

As to number #2 it means published by the Church.

The Church published the Official Statement of First Presidency dated August 17, 1951 regarding the lack of pre-mortal valor of, and prohibition on ordaining, men with any African ancestry and it is, therefore:

Official Church Doctrine.

The LDS Church gave out copies of the Book "Mormon Doctrine" to me and to every Missionary in the Mission field that I was serving in. It indeed was considered a doctrinal work back then.
The "Miracle of Forgiveness" Book is indeed still considered a doctrinal work by the LDS Church.

Where upon bcspace has officially conceded the direct contradiction between two (2) points of what he claims are

Official LDS Church Doctrine
(being published by the Church)

re African-American men and the LDS priesthood, to wit:

On August 17, 1951 the LDS church officially proclaimed in an official publication of that church, namely, an official letter from the then First Presidency of the Church:

“The position of the Church regarding the Negro may be understood when another doctrine of the Church is kept in mind, namely, that the conduct of spirits in the premortal existence has some determining effect upon the conditions and circumstances under which these spirits take on mortality”

On February 29, 2012 the LDS church officially published in an official publication of that church, namely, an official press release on its official website:

“It is not known precisely why . . . this restriction [on the ordination of African-American men] began . . .”
