This is the question I want answered. As a father, I don't want my daughter to dress like a stripper. I think we can all agree on that. But as a man, I recognize a beautiful woman, regardless of what she is wearing. A 22 year old boy's sex drive will kick in when the smoking hot girl begins talking to him, even if she is covered from neck to ankle in non-form fitting material. Guys will leer at girls no matter what they are wearing. This OP is about how misinformed the LDS leadership is about interactions between men and women, and their belief that girls can prevent boys from having impure thoughts. When you think a summer dress or a tight turtleneck will force men to have impure thoughts, but a church approved dress will not, you don't understand the male sex drive. The bottom line is, if a 22 year old boy is physically attracted to a girl, he WILL have impure thoughts about her regardless of what she is wearing.

What I don't understand is why a bare shoulder is "immodest." Strapless gowns have been worn for decades, and I can't imagine too many people get all that aroused by a bare shoulder.

Perhaps not, but I confess that bare shoulders can be attractive even if not particularly arousing. Of course the same holds for well-kept hair or a pretty face but I haven't heard any talks encouraging LDS women to wear burkas.
