Probably because he's not worthy of it, and humbly acknowledges so (even if it's some kind of "false" and hypocritical humility). It might just be that he recognises the truth, but doesn't possess a bone of integrity to live up to it. Maybe he's just weak, hypocritical, and sinful - but can see beyond these human limitations, to something far greater than his own nothingness and insignificance. And maybe he doesn't feel it necessary to degrade something he recognises is much greater than his own selfish desires, and the narrow opposing worldviews he could utilise to justify himself.
Maybe one day, God will stretch out his hand, and redeem him in ways he never thought possible. And only God knows how much he needs this.
Poor Ray A. All we can do is pray for his redemption.
