I just Googled "LDS bishop's database", and this is what came up ranked second:

When you go to the "conditions of use" agreement (before signing up), this is what appears:

This is what comes up if you wish to register as Non-LDS. It may not show up unless you go through the steps from the first link I gave.

So those who run the website are only protecting themselves from prosecution,
not imposing limits on those who have access to the information on the site. This doesn't at all sound as "closed and confidential" to me as most are making it out to be, and certainly not something "only LDS bishops" or Church leaders have access to.
Non-Mormon/member media personnel may post information "for the purposes of facilitating communication among Church leaders and with Church employees." In other words, outside feedback.
This is anything but a kind of "closed" "bishop's only" "secret enclave" of information.
