No references. Just my opinion. Here's an interesting article I read yesterday that supports my general premise. Doesn't really say anything about God though. I suppose I'm open to the possibility that within the sphere of operation/intelligence that penguins are living within there might be some kind of accountability, if that's what's bugging you.

Is homosexuality moral or immoral? That might be an interesting question, but the more pertinent one is this: Why should anyone care? What evolutionary process or event has caused people to have the fears, concerns, interests, and orientations they have about their own and others' sexuality?

There was a time when we believed that Penguins had been less valiant in the pre existence and so their race...err...species....had to be cursed with a sore curse. Even living in a cold climate and wearing a skin of bla.....featheryness. Now we don't know that such a policy has any doctrinal basis, nor is their any evidence of a revelation being received. What we can say, is that is all behind us and that Penguins are now welcome into the full fellowship of the board. Even the ones that can't keep their little chilly pecker to themselves....

Of course, the God of LDS theology isn't really "almighty." He has to follow the rules that Gods have always followed. So, the answer to the OP is that God had no choice; that's just the way the universe works.
