Identity politics at its worst. He is demanding the destruction of our American culture because it was started by White people.
I read your interpretation of Biden's statement as a bit hyperbolic. I don't see that 'change' is necessarily synonymous with replace, given the ubiquitous examples of small changes to large systems leaving the overall system largely intact in function and/or appearance ... and given that whatever has been imported into and branded American - and 'white' culture, which no one seems to be able to define - has been undergoing change since the dawn of civilization.
But, being as that you've put it out there, then my next question would be: How does this supposed intent translate into action?
In other words, just what is it that is intended to 'replace' American culture? Or 'white' culture? What are these things, or institutions, or artifacts, or new traditions, or materials and trends - what comprises the set of Leftist stuffs that will be foisted upon all, while we simultaneously sacrifice whatever we perceive to be the icons of whiteness and America (cheeseburgers? Kraft American singles? Wal-Mart?)?
I can buy into folks on the Right interpreting the ambitions of some on the left being rooted in arguably flawed systems like socialism, but when that fear starts to spiral out of the bounds of rationality and into the realm of 'cultural replacement' (or its more-serious cousin, 'white genocide'), then I start to become a bit more skeptical about those rantings.
