Yes, it is.
How did COVID-19 get so widely established in the U.S.? In the early stages, we failed to look for community spread. Under the CDC's definition of "Person's Under Investigation," they only people eligible to be tested were those who had been in China or in close contact with those who had been. People who displayed symptoms -- even severe cases -- were not being tested. As a result, we failed to find the earliest cases of community spread because we weren't looking for them.
What you find depends on what you look for. Similarly, we will find the crime we are looking for. If we police black neighborhoods more heavily, we will find more crime committed by black folks. Surveys show that illegal marijuana usage by black folks and white folks is close to the same. But black folks are arrested and charges with illegal marijuana possession at disproportionately high rates. Why? Because we are looking for black crime harder than we are looking for white crime. But what conclusion do most folks draw from that information? That discrepancy is fair because black folks commit marijuana crime more than white folks do. How do we know that black folks commit more of that crime? Because they are arrested for and convicted of it.
It's a completely circular argument. Black folks are unfairly punished in contrast to white folks by the structure of how we police. And it has nothing to do with individual officers being bigoted toward other races. The racism is in the structure.
Please note, I am not claiming that this particular mechanism is responsible for all of the racism in the criminal justice system. I just use it as an illustration to show the difference between bigotry by individuals and racism that is based into a system. The latter is more pernicious. We can fire a bigot. Eliminating problems in the structure is tougher because it requires fixing parts of the system that don't look broken to most white folks.

When the IRS chose to audit and investigate people based on whether they were tea party conservative Republican or liberal Democrat, most on this forum went along with Kevin Graham, "Why not? Republicans don't believe taxes should be as high as they are. Of course they should be investigated with more scrutiny based on political affiliation."We can fire a bigot.
