Candidates are probably interviewed by the academic vice president. A general authority (Elder Holland would be the ideal pick since he scolded the Institute in 2018) likely conducts an additional interview. If I had to guess, I’d say that the Ecclesiastical Coordination Office frisks candidates at some point for possession of a current and valid temple recommend. Who makes the final selection? I have no idea.

Good question. I’d recommend putting a priesthood holder who works in the Ecclesiastical Coordination Office in charge of conducting all of BYU’s worthiness screening. I've heard intriguing rumors that the Ghost Committee, chaired by William Tyndale, will conduct the search for Dr. Fluhman's successor.
Acting on faith that the rumors are true, last night I channeled a list of candidates for the Ghost Committee to consider. (Only one name has an affiliation with the Interpreter Foundation. I find that deeply significant.)
