I think my memory is correct in recalling that DCP is a convert so his father would not have been subject to this hyper moralistic demand. Even considering the Mormon penchant for select moments of moral strictness it would likely be agreed that a person is not required to make a big show every time a superior officer does not follow your standards.

What speculation?

Notes like perhaps stolen valor or Paul Dunn stories strike me as gratuitous speculation. Your speculation about missing promotion because of aiding immoral behavior is more interesting, details of army regulation beyond my knowledge would be involved. If regulation indicate the Sergeant was breaking regulation it is interesting to wonder if that was ever negatively reported.
