Yeah -- it's not a joke about real Democrats, but about a caricature of Democrats. The Republican in the joke may also be something of a caricature, but rather less so: you will sometimes hear a Republican invite Democrats to leave the US, but never hear a Democrat say "gosh, I sure wish our government was like Venezuela's."

You also come close to having a Republican saying he wished he lived in Russia, as in the case of Tucker Carlson going gaga over the grocery store he visited in Russia.
